How to become a Medicare agent: 2027 training checklist

Short answer: To sell Medicare Advantage or Part D plans, an agent generally needs the applicable state insurance authority, annual Medicare training and testing accepted by the organization, product-specific training, completed contracts and appointments, and a compliant sales process. A practical seven-step Medicare agent path

Requirements vary by state, organization, product, and distribution relationship. Verify each step with the regulator and the organizations whose products you intend to represent.

Define the Medicare products

Medicare Advantage, Part D, and Medicare Supplement are different product categories. Identify the actual role and products before choosing education or a contracting partner.

Obtain the state authority

Confirm the resident-state health-related producer license, education, exam, application, fingerprint, and disclosure rules. Also verify nonresident authority for every state where you will conduct regulated activity.

Verify your NPN and record

Use official state and NIPR records to confirm that the license is active and that identifying information is accurate. A course certificate is not an active producer license.

Choose a distribution path

An employer, agency, field marketing organization, or direct organization relationship can determine available products, supervision, systems, compensation, and accepted training programs.

Complete annual training and testing

Organizations must ensure that agents selling their Medicare Advantage and Part D products are trained and tested annually on Medicare rules and the specific benefits of the products they sell.

Finish product certification and contracting

Complete each organization’s assigned product modules, agreements, background review, and other onboarding. Confirm appointments or other authority before representing that you can sell a product.

Operate inside current rules

Use the organization’s current procedures for marketing, permission to contact, Scope of Appointment, disclosures, call recording, plan comparison, enrollment, privacy, and record retention.

2027 TRAINING

CMS sets the training topics; organizations control their accepted path

CMS has published its 2027 Agent and Broker Training & Testing Guidelines. The document tells Medicare organizations the minimum subject areas their programs should address, including Medicare basics, enrollment periods, marketing, privacy, plan comparison, and compensation rules.

CMS requires organizations to ensure their agents are trained and tested annually, but the federal guidance does not require one commercial training brand by name. Ask each organization or contracting partner which program it accepts for 2027 and whether any additional product modules are required.

CAREER REALITY

Compensation comes with oversight and service obligations

CMS publishes organization-reported compensation data for independent agents and brokers, but the amount and eligibility depend on plan type, enrollment status, like-plan versus unlike-plan changes, renewals, recoupment rules, and the producer agreement. Published maximums or plan data are not an earnings forecast.

Medicare agents are overseen by their contracted health or drug plans and remain accountable for state licensing and marketing conduct. Before signing, read compensation, recoupment, lead, service, data-security, complaint, monitoring, termination, and record-retention terms in full.

Medicare Agent Career FAQ

What license do I need to sell Medicare plans?

You generally need the applicable health-related producer authority in each state where you do business. The exact license name, application steps, and nonresident rules come from the state insurance regulator or NIPR.

Is Medicare training required every year?

Organizations offering Medicare Advantage and Part D products must ensure that the agents and brokers who sell on their behalf are trained and tested annually. Product-specific certification and organization requirements can be additional.

Does CMS require AHIP by name?

CMS requires annual training and testing and publishes guidelines for organizations. The federal guidance does not require one commercial vendor by name; each organization or contracting partner identifies the training path it accepts.

Can I sell Medicare after passing a course?

Not on that fact alone. Confirm the active state license, annual training and testing, product certifications, contracts, appointments, and permission to use the relevant sales and enrollment systems.

When is Medicare AEP?

Medicare’s Annual Election Period runs October 15 through December 7 every year. Prospective-year plan marketing may begin October 1 under CMS guidance, but enrollment activity cannot begin before the applicable enrollment period.

Does becoming Medicare-ready guarantee income?

No. Licensing and certification establish eligibility for regulated work. Leads, enrollments, retention, compensation, expenses, service duties, and recoupments depend on the role, market, agreements, and performance.
