An old portal account, earlier-year registration, state license, or issuer contract does not by itself establish that eligibility.

As of August 14, 2026, CMS says PY2026 Marketplace registration and training is closed and the Marketplace Learning Management System is offline for scheduled maintenance while it prepares PY2027. The current page promises English and Spanish PY2027 training but gives no opening date.
Use this waiting period to audit records, recover account access, and check state and issuer standing. Do not rely on a third-party calendar to claim that PY2027 federal training is open; the live CMS registration page and the portal control.
The screen sequence may change when PY2027 opens. Use the live CMS instructions and complete every item assigned to your profile.

Recover the existing portal account
HealthCare.gov tells existing CMS Enterprise Portal users not to create another account. Confirm the user ID, multifactor access, email, and identity details before the seasonal rush.

Audit the license and NPN
Confirm the resident health-related line of authority is active and the NPN and name match the producer record. Check nonresident authority for every state where your activity requires it.

Update the Marketplace profile
When the system opens, review the contact, business, NPN, role, and relationship information rather than clicking through an old profile without checking it.

Complete assigned PY2027 training
Eligible returning agents take the shorter training and may use optional review modules. Finish all required curriculum items shown for the plan year.

Execute annual agreements
Read and accept each current Marketplace privacy, security, and agent/broker agreement assigned in the official process. A passed module is not a substitute for the agreement step.

Verify the current completion record
Retain the official completion evidence and check the Registration Completion List for the current year. Investigate a missing or nonvalidated record through the official help route before assisting consumers.
Renew each state-exchange certification separately
The CMS marketplace-type map describes the PY2026 operating model, while its state-exchange directory also flags planned transitions such as Oregon's PY2027 move. Recheck the model for the plan year instead of assuming the previous system still applies.
A state-based exchange can publish its own recertification, agreement, training, deadline, and system rules. Covered California's official agent pages, for example, maintain an exchange-specific certification process. Use that as proof that state processes differ—not as instructions for another state.

Federal-platform open enrollment begins November 1, 2026
CMS finalized November 1 through December 15, 2026 for the PY2027 Open Enrollment Period on exchanges using the federal platform, with January 1 coverage for enrollments during that window. Do not confuse that consumer enrollment window with the still-unannounced training opening date.
State exchanges may select dates within the final rule's parameters: start no later than November 1, end no later than December 31, last no more than nine calendar weeks, and make open-enrollment coverage effective January 1. Check each exchange before publishing or promising a deadline.

No. NHP education is supplemental. Annual registration, training, agreements, license validation, state-exchange certification, and issuer or organizational access must be completed through their official systems.
