As of August 14, 2026, CMS says Plan Year 2026 Marketplace registration and training is closed and the Marketplace Learning Management System is offline for scheduled maintenance while CMS prepares Plan Year 2027 registration and training.
CMS says new agents and agents who did not complete 2026 will take the full 2027 Individual Marketplace training once available. Eligible returning agents will have a shorter 2027 path. CMS says both will be available in English and Spanish, but the current page does not publish an opening date. Monitor the official CMS page rather than relying on a guessed launch date.

CHOOSE THE RIGHT ANNUAL ROUTE
CMS defines the returning path by completion—not by job title, portal age, state license, or an issuer contract. An agent who completed PY2026 Individual Marketplace registration and training will be eligible for shorter PY2027 training and optional review modules. Everyone new to the Marketplace, plus anyone who did not complete PY2026, takes the full PY2027 curriculum once it becomes available.

FROM LICENSE TO MARKETPLACE-READY
Confirm the resident-state health-related line of authority, education, exam, fingerprint, application, and disclosure requirements. Add nonresident authority where your planned activity requires it.
CMS uses the National Producer Number and state records during Marketplace access and validation. Make sure names, license status, lines of authority, and contact details match official records.
Determine whether the consumer’s state uses the Federally-facilitated Marketplace, a State-based Exchange on the Federal Platform, or a State-based Exchange with its own systems and requirements.
For the federal platform, create or renew the CMS Enterprise Portal role, complete the assigned Marketplace curriculum, and execute the required agreements. State exchanges publish their own certification instructions.
For the FFM, verify the NPN on the Registration Completion List after finishing the annual process. A training screen or outside course alone is not proof of current Marketplace registration.
Confirm issuer, employer, agency, or web-broker contracting, appointments where applicable, product access, compensation, systems, supervision, and required issuer training separately.
Document consent, protect personally identifiable information, use approved enrollment channels, review application information with the consumer, and retain records under current CMS, exchange, issuer, and state procedures.

WHAT THE FEDERAL PROCESS DOES
For HealthCare.gov, the federal quick-start process covers identity and role setup, required training, and privacy and security agreements. CMS maintains a Registration Completion List containing NPNs for agents and brokers who completed the current annual process.
Marketplace completion does not automatically create an issuer appointment, agency contract, compensation agreement, or access to every plan. Conversely, an issuer contract does not replace the official exchange process. Confirm both sides before assisting with enrollment.

PLAN YEAR 2027 CALENDAR
CMS finalized a November 1 through December 15 Open Enrollment Period on the federal platform for Plan Year 2027, with January 1 coverage for enrollments made during that window. This is shorter than the prior federal January 15 end date.
State exchanges can set their own dates within federal parameters, so check the state’s current exchange page before publishing a deadline. Outside Open Enrollment, consumers generally need a qualifying Special Enrollment Period or another permitted enrollment path; verify eligibility rather than promising year-round enrollment.

CONSENT, PRIVACY, AND ACCURACY
Use the current CMS or exchange procedure to document the consumer’s consent before accessing information or assisting with an application. Do not treat a purchased lead as blanket enrollment permission.
Confirm household, income, coverage, attestation, tax-credit, and plan-selection information with the consumer. Do not guess at facts or submit changes the consumer did not authorize.
Use approved systems and secure storage, restrict access, follow privacy and security agreements, and apply the current retention and incident-reporting procedures for the platform and relationship.
